OTEC Insulation Rebate

Rebates are available for qualifying insulation upgrades in Single Family homes that use electric heating. Your insulation conditions before the upgrade will need to be verified.

Buy Local: Adds $50 to your rebate if the total cost is $500 or more. If cost is under $500, add $25.

Conditions and rebate amounts

Attic: $1.61 per square foot

Existing insulation: R-7 or less
Final insulation: R-38 or higher

Floor: $0.63 per square foot

Existing insulation: R-7 or less
Final insulation: R-19 or higher (or joist cavity filled)

Floor: $0.74 per square foot

Existing insulation: R-7 or less
Final insulation: R-25 or higher (or joist cavity filled)

Walls: $1.40 per square foot

Existing insulation: R-0 (no insulation)
Final insulation: R-11 or higher (fill the cavity)

Attic: $0.63 per square foot

Existing insulation: R-10 or less
Final insulation: R-22 or higher

Floor: $0.63 per square foot

Existing insulation: R-10 or less
Final insulation: R-22 or higher

Rebate(s) will not exceed 100% of contractor-installed cost, or 100% of cost of materials for self-installation.

All energy-efficient upgrades must be installed according to Bonneville Power Administration (BPA) specifications. Please complete the rest of this form to apply.

Pre-approval of your project is strongly recommended. Pre-approval ensures that your project meets program requirements and ensures that rebate funds will be reserved for six (6) months.

There is no guarantee that funds will be available after the six-month approval or that the incentive amount will remain the same.

Rebates are available on a first-come, first-served basis and are subject to the availability of funds.

For insulation installed by a contractor, required documents include:

Copies of contractor final invoice(s) noting:
- R-value of final insulation
- The square footage of added insulation
- The total cost of labor and materials
- The invoice date
Proof of existing insulation levels. This may either be documented on the contractor's invoice or by providing clear pictures of the insulation clearly showing its depth with a ruler. If you are unable to provide this documentation, we will provide a free on-site audit that must be performed before the new insulation is installed.
